How do I apply a self tanner if I already have a natural but uneven tan?

I've never used a self tanner before. I have a tan in some places only, just from being outside. For example, only the tops of my arms are tan. Do I still apply it all over or will it still look uneven? Or do I apply in the pale areas only?
