Help with dry (not chapped) lips!!?

I have been experiencing dry feeling lips. They are basically always feeling pursed (puckered) and dry. I have tried every lip balm/healing treatment I can think of. I have also exfoliated them.

It started on my bottom lip, which has since gotten better, but it's more of my top lip now. It's uncomfortable, and I have to use lip balm about every 30 minutes (if not less). If I let them go too long, they flake, but don't crack (like chapped lips do).

Any help is appreciated!

What I've tried so far:
Neosporin Lip Treatment
Burt's Bees
Blistex Lip Infusion
Nivea Lip Treatment
Mary Kay Satin Lips (exfoliator & balm)
Sally Hansen Lips (exfoliator & balm)
Exfoliate in Shower (Buff Puf & gentle soap)
Gently buffed while lips were dry.

Fitness pro gave you a good response the problem is some of these lip products have a for or derivative of alcohol in them that actually dry you out and make you keep using them I don't know about all but Burt's bee and Mk are very good pick one and stick with it I use MK lip balm at night it also works for red dryness under you nose. So find something with vitamin A &E give it time to work.
