how to stop dry lips?

the skin on my lips is constantly peeling. i do use blistex and mary kay satin lips, i always make sure not to apply too much. but sometimes ill get a whit filmish goopy type substance on my lips. what is going wrong? and how can i stop these problems?

drink lots of water
also, to get rid of peelng skin and leavve soft and supple, you should get some sugar and vaseline and rub it onto your lips in circular motions...it works tons for me!!!
